A lawyer since 2005, Alina joined our team in 2010, specializing in sustainable public procurement, administrative law, PPP, and construction law. She has expertise in managing public contracts, infrastructure, and public service concessions.

Alina advises international and local clients on public tenders and guides them through all process stages, including litigation. She also assists in navigating ESG legal compliance, risk management, and policy development.

Alina is an active contributor to the legal community, frequently speaking at conferences and writing on green public procurement. She was recognized by the European Commission with the TED Ambassador award for her research in green public procurement and is recommended by Legal 500 in PPP and Public Procurement.

Alina Bilan is a recognized expert in public procurement and construction law with a series of influential publications. She has written on key issues such as common mistakes in public procurement procedures and legislative reforms (Constructiv Magazine, 2012), as well as the impact of European regulations on construction quality laws (2013). Her 2013 article in the Perspectives of Business Law Journal, indexed in HeinOnline and ProQuest, addressed the delegation of public service management. Additionally, she has explored green public procurement’s role in sustainable development (SmartCity Magazine, 2019), highlighting her expertise in providing practical legal solutions.
